The F-35 has no clear edge over three other fighter jets Canada is considering to replace its aging fleet, a declassified government-commissioned report says.
The analysis found the Lockheed Martin F-35 Lightning II Joint Strike Fighter, Eurofighter Typhoon, Dassault Rafale and Boeing Super Hornet to be capable of accomplishing most mission tasks envisioned by Canadian military leaders.
The only exception would be going to war with another state, but the reports' authors concluded that was an "exceptionally unlikely" scenario.

Besides, if Canada does go to war with another state it will be because the US and its allies do and they'd get brought up to speed at that time and as necessary.

What exactly does Canada need fighter jets for, if not for going to war? Might as well resurrect the Arrow program, if they're just for show.

Australia just locked in 72 of them for $24B... but I don't think that's the service life price. and we already have Super Hornets.

Bought up to speed? Do you mean like a modern lend lease? If so That wont work Modern stuff is going to need training and maintenance infrastructure plus the type of aircraft will shape the whole doctrine of the Airforce.

We have the Snowbirds for that, our Air Force would be fine if it had half a dozen Warthogs and a few F-18s.

You think that wasn't also required in World War II or that the aircraft available didn't shape doctrine?
If Canada ends up needing F-35s, they will be trained in how to use them and maintain them with US personnel and equipment providing support until Canada can handle the aircraft on its own. In war-time, this will happen fairly quickly. Air doctrine revolving around a particular aircraft will also get loosened up because military hardware iterates quickly under pressure and trying to make everything revolve around what exists now simply won't fly.

We're currently stationed in Kuwait with our CF18s as part of the coalition fighting Isis. If the US is there then we usually are too. We also do a lot of UN peacekeeping work.

I didn't say it didn't in WW2 but if any recent modern conflicts are a indicator the time needed to bring "Canada up to speed" might be to long and leave Canada in a very tough spot. But I agree the F-35 is the wrong aircraft for Canada and Super Hornets would be fine for the missions they would be needed to fulfill.

something where our guys have access to the software code would have been nice. I can almost imagine a flight crew calling up Lockheed Martin and being told to turn it off and on again.

That's the kind of thing I'd have expected, but I'm not clear how that differs from fighting a war with another state.
Did they mean that they don't expect to be up against anyone with even slightly comparable equipment?

I would hesitate to measure anything by recent conflicts. The F-35 is absolute overkill for recent conflicts, all of which have been heavily lopsided. I don't think Canada is too concerned with that. They would be vulnerable in the event of a war with a major power, but I'm not so sure that the rest of NATO's strength wouldn't be enough to cover for them until they get it in gear.
